ご案内の通り、日本は海に囲まれていますから、海の国と言えますね。

As you know, Japan archipelago is surrounded by the sea. So, we can say Japan is
a sea country.

しかし同時に、山の国、森の国とも言えます。

But at the same time, we can say Japan is a mountain country, or a forest country.

実際、国土の67%が森林ですからね。

 About 70% (about two thirds) of the total land area is forests and mountains.

なので、日本では、今までずっと耕作できる土地をつくろうとして人々は努力
してきたのです。 

So, in general, in Japan, people have long made efforts to find and create
an arable land, because such arable lands have been limited.

そのためにいろんな工夫をしてきました。

 People have devised various kinds of methods in order to create arable lands.

今日皆さんが遊子水が浦で見た段畑はその一例だと、思います。

Terrace farms you are seeing today at Yusu-Mizugaura is one example, I think. 

ご欄の通り、この辺りはほとんど山です。この辺りの山の比率は日本全土の
平均数値の67%をはるかに超えています。

 As you can see, almost all parts around here are mountainous.
Here the mountains’ ratio to the whole land area is far more than 67% of
Japan’s average.

この辺りは、山が海岸近くまで迫ってきています。だから、このあたりの人々は
耕作地を生み出すために努力をしてきたはずです。

 Around here the mountains extend very close to the seashore. So I can say that
people living here also have long made efforts to create their arable lands.

今日遊子水が浦で段畑を見たときに、私たちは、その美しさに驚き、心打たれました。

 When today we look at the terraced farms of Yasu-Mizugaura, we all are surprised,
astonished and charmed by its beauty it gives to us.

しかしその美しさの背景には、人々の生活の闘いがあったということなのです。 

But behind its beauty lies a long history of peoples’ struggle to survive.

だから、皆様は今日ここで日本社会の歴史、その縮図を垣間見たのではないかと
思います。

So, it seems to me that you have experienced and felt a microcosm of Japan’s history.
